A mixed-use special economic zone at Victoria Falls, developed by the state-owned Mosi-oa-Tunya Development Company and promoted by ZIDA. The flagship 271.5-hectare first phase (Lot 1, Jafuta Estate) is being developed under a US$92.5m public-private partnership with a consortium led by JR Goddard, and will integrate tourism, hospitality, real estate, financial services and commercial facilities — including hotels, luxury villas, a golf estate and an international cricket stadium.

    Victoria Falls set for major transformation

    Cabinet has approved a US$66.9 million integrated Tourism Park in the Masuwe Special Economic Zone at Victoria Falls, to be developed by the state-owned Mosi-oa-Tunya Development Company (MOTDC) and JR Goddard Contracting. The 272-hectare first phase — part of the larger 1,200-hectare SEZ — will deliver 8km of surfaced roads, 13km of water pipelines, sewerage, power substations and treatment works, alongside internationally branded hotels, medical and wellness facilities, championship golf courses and a UN Tourism-partnered culinary and hospitality school. MOTDC contributes 271.5 hectares (US$25.6m) as equity-in-kind for a 39 percent stake, with the consortium taking 61 percent; the adjacent Mosi-oa-Tunya Cricket Stadium, already 80 percent complete, will host matches at the 2027 ICC Men's Cricket World Cup.

    Zimbabwe has sealed a US$92.5 million public-private partnership to develop the flagship first phase of the Masuwe Special Economic Zone at Victoria Falls. A consortium led by JR Goddard will build the enabling infrastructure — a 13km water pipeline, a treatment plant, a power substation and a road network — across the 271.5-hectare Lot 1 of Jafuta Estate, to be developed by the state-owned Mosi-oa-Tunya Development Company into hotels, luxury villas, a golf estate and an international cricket stadium.
